State Fund for Regional Development
The government has approved the procedure for using funds from the State Regional Development Fund (SFRD) for 2025, which provides for the allocation of 1 billion hryvnia for development projects in regions and communities that are not located in areas of active hostilities.
Funding will be provided for projects included in the Single Project Portfolio (SPP) of public investments. Applications will be submitted through the DREAM ecosystem.

Infrastructure development, improving the quality of services, and expanding opportunities for residents of regions and communities.
Financing
The State Budget for 2025 provides for 1 billion hryvnias for the SFRD.
Priorities
The funds will be directed to projects from the Single Project Pipeline (SPP) for public investments.
Geography
Communities that are not located in areas of active hostilities will be able to participate in financing.
The process of submitting documents
01.
Projects must be included in the EPP.
02.
Applications will be submitted through the DREAM ecosystem.
03.
The process includes selection, prioritization of projects according to criteria, and their approval by the Commission of the Ministry of Development.
04.
The final list of projects that will receive funding is approved by the Cabinet of Ministers of Ukraine.
Legislative basis
01.
Changes to the SFRD were made in accordance with the Budget Code of Ukraine in January 2025, and the procedure for using the funds was approved by the government.

The European Investment Bank (EIB) is implementing a development program in Ukraine, in particular through the "Ukraine Recovery Program", which focuses on the reconstruction of critical infrastructure (schools, hospitals, municipal housing) and quality public services (water, sewage, heating)

Source of funding
This is an EIB framework loan to the Government of Ukraine for a total amount of EUR 340 million for the reconstruction of critical social infrastructure.

Energy efficiency of public buildings
The Ukraine Public Buildings Energy Efficiency Programme (UPBEE) is a financing agreement between Ukraine and the EIB that provides loan financing for the thermal modernization and renovation of public buildings, such as schools, hospitals, kindergartens.
The purpose of the program

Installation of energy-efficient equipment.
Modernization of heating, ventilation, and lighting systems.
